The discussion between the British Horseracing Association (BHA) and industry stakeholders regarding a levy for next year's 55th Horserace betting failed end in a resolution and the issue will now be turned over to the Secretary of State Department for Culture, Media and Sport for a decision.
According to BHA, bookmakers that registered before the deadline, which offered cheaper rates and the status of Authorised Betting Partner, failed.
