Federal Judge James R. Nowlin has ruled against Churchill Downs in its claim to challenge a Texas law banning online betting.
An amendment to ban online betting was made to the 1986 law in 2011 requiring wagers to be placed in person. It was this clause that prompted the Texas Racing Commission's challenge of Churchill's online betting site TwinSpires.com.
Nowlin said, “Churchill Downs and other entities like it do have the option of reaching Texas bettors via the simulcast system that Texas law sanctions. It also prevents even Texas-based wagering companies from accepting bets online".
